Majors in uniform: what is hidden in the declarations of Ukrainian police officers and prosecutors

Penthouses received from the state, Tesla and Merca, millions of hryvnias and gold bars are the everyday life of some Lviv law enforcement officers. And it wouldn't matter, but this team has been actively "investigating" the honest business of entrepreneurs for the third year now.

Fighting continues in Ukraine. But policemen, officials and prosecutors in the rear - in Western Ukraine are engaged in banal raiding. They cannot be mobilized - therefore they are actually not afraid of anything. Corruption in Ukraine continues to flourish. Thus, showing foreign partners bribery and human rights violations.

In the Lviv region - the most patriotic territory of Ukraine - law enforcement officers are engaged in real racketeering - from the 90s. And on the order of competitors - they take away business from entrepreneurs. To keep the business - you need to pay bribes every month.

In the first part of the investigation, we described in detail the schemes by which a team of more than 30 officials and law enforcement officers are trying to take land plots and a health resort from Lviv businessman Oleg Matviyishin.

In the second part of the investigation, we decided to focus on the property status of these characters and whether it corresponds to the real income of these fighters for truth, justice and law.

Dmytro Volodymyrovych Smotrych, an official of the Lviv Regional State Administration (today the Lviv Regional Military Administration), deputy head of the department, head of the department for ensuring representation in courts of the legal department of the Lviv Regional State Administration.
 

He was the person who represented LODA in most of the court hearings in this case. He does not have excessive possessions. But he attracted our attention because he was a functionary of the Party of Regions in the past. And not as a simple clerk, but as an assistant to People's Deputy Viktor Ivanovich Turmanov. This people's deputy is known for the fact that for many years he headed the association of miners of Donetsk region. But he was a confidant of Viktor Yanukovych.

The former deputy assistant of the Party of Regions during Yanukovych's time (2012-2014) did not respond to our request for comment.
 

Mykola Druzyuk, deputy prosecutor of the Lviv region, received an apartment from the state. And this is not just any one room, but an entire penthouse near the center of Lviv.

More than 116 square meters. He received this apartment, which he is in no hurry to privatize, as the father of a large family. To our inquiry, the Lviv City Council, which is formally the owner of this apartment, replied that as of 2022, when the deputy prosecutor of the region was given an apartment, there were thousands of people in the apartment register as families with many children. Including 1,391 large families raising three or more children (including 10 families with triplets and 103 families raising five or more children). In the specified period, only 41 apartments were provided to this category of citizens. And what is interesting is that this apartment was allocated precisely in the midst of a full-scale war.

In total, as of April 1, 2022, there were 28,062 families in the Lviv City Council's apartment register. Some of them have been waiting for apartments for more than 30 years.

But if you are a deputy prosecutor, loopholes can be found in the legislation. And this despite the fact that Mr. Druzyak's family was not registered in the LMR apartment register.

And what is interesting is that there are plenty of such prosecutors. So, if 41 apartments were allocated to families with many children, then in the period from 2014 to 01.04.2022, the Prosecutor's Office of Lviv Oblast secured warrants for 49 apartments. These apartments were obtained by the Prosecutor's Office of the Lviv region according to acts of acceptance and transfer of apartments on contractual terms.
 

Another lucky person who received an apartment from the state is the prosecutor of the department of the Lviv regional prosecutor's office, deputy head of the department, Seniv Ostap Pavlovich. He was given an apartment owned by the Lviv City Council with an area of ​​93.6 square meters.

And this happened a few days before the start of military actions. As they say - "to whom is war - and to whom is dear mother."

The investigator of the investigative department, Ivan Letnyanka, who has been dragging out the case for more than three years on the plot of land belonging to Iryna Matviyishin - Oleg Matviyishin's daughter, on which the policeman stubbornly does not see the field, and the investigation continues on the forest plot.
 

So, in past declarations for 2020 and 2021, he hid from NAZK an apartment of more than 60 square meters and a Volkswagen car belonging to his mother, who is listed as a member of his family. And in 2023, another member of his family - his mother-in-law, who bought an Opel Vivaro car - did not submit a Declaration on changes in property status.

Ivan Letnyanka's wife also violated anti-corruption legislation and, in solidarity with her husband, did not declare her mother's car.

Neither Ivan Letnyanka nor his wife responded to our inquiry about violations of anti-corruption legislation. However, Ivan Letnyanka quickly made changes to the declaration after our request, and corrected all the shortcomings of the anti-corruption legislation.
 

And here is another LODA (LOVA) official, who took an active part in the court hearings on the "Autumn Carpathians" case, Mr. Kobyletsky, was gifted 390,000 hryvnias by his own sister - Nataliya Igorivna Shutko.
 

Everything would be fine, but she is the wife of the police officer Mykhailo Shutko. And her total income for 4 years was only 130 thousand hryvnias. Most of which were earmarked funds: money allocated for child support. Moreover, the policeman himself did not declare this considerable sum of 390,000 hryvnias in his declaration.

At our request, Mr. Shutko said that all the information is in the submitted declaration.
 

Another person involved in our investigation: the first deputy prosecutor of the Lviv Oblast Oleksandr Targonii.

In 2019, his wife had more than 6 million hryvnias. The origin of these funds is unknown. In the declaration for 2019, he indicated that Targonii's wife Olena Nikolaevna keeps UAH 6,350,000 in cash. However, his wife did not have any cash in her 2018 tax return.

And there is also a chic expensive car fleet. Brand new Land Cruiser, BMW. And what is a new Tesla worth for almost a million.
 

The next subject of our study: Svitlana Kushnir, deputy head of the executive service department of Drohobychchyna. She declares that she is the owner of an apartment of more than 57 square meters in Drohobych. And indicates its price: 5,000 hryvnias.

We think that every Ukrainian is ready to buy such an apartment for such funds. But Ms. Kushnir does not see any problems. And in response to our request, he informs us that this was the market value of the apartment in 2016.

But Yevhen Davydov, the head of the Drogobytsk District Prosecutor's Office (he was transferred to another position after the "Autumn Carpathians" case was started by the Lviv Oblast Prosecutor's Office) has an office apartment ... in Kirovohrad. Although he has been working in western Ukraine for more than 10 years and has never lived in an apartment. However, he did not return this service apartment to the state. And this is 60 square meters.
 

It is interesting that this apartment belongs to the Ministry of Defense of Ukraine. Which one covers him.

And we were also interested in the brother of the regional police investigator - Letnyanka. He works for the SBI, which is investigating a criminal case based on the fact that investigator Letnyanka did not perform her duties properly. And so when Iryna Matviishyn wrote a complaint against the SBI investigator for improper investigation, it was Letnyanka's brother who gave her the answer.

I wonder if the leadership of the SBI did not see a clear conflict of interest here?
 

Everything that is currently happening with Osonnia Karpaty LLP is really very reminiscent of a banal taking away of businesse. As in the stormy 90s. And all the figures listed above are in one way or another involved in studying the materials of this strange case.

One gets the impression that someone just wants to take away a large plot of land with an area of ​​1.4 hectares and a health and medical resort, which 10 years ago was the ruins of a rest camp. Now, people from all over Europe come here for recovery. And of course, such a "delicacy" is to the liking of some dishonest officials and law enforcement officers. And even though they earn millions, have apartments and brand-new expensive cars, they still have an irresistible desire to take away the business.
 

In the next, third part, we will talk about no less interesting participants in the case, namely people in robes. After all, at the final stage, officials and law enforcement officers attracted judges from various courts.

And we will tell you in whose favor the prosecutors are working in this case. Who is its customer? And to whom they probably want to hand over the health and medical resort that is taking away from the rightful owners.
