For 19 years, Lviv Mayor Andriy Sadovyy has built a subordinate bureaucratic vertical and controls all branches of government. Neither law enforcement nor the central government prefer to have conflicts with him. He is an absolute king who controls the deputy corps and has concentrated all cash flows on himself.
Sadovy is the mayor of the regional center, a European city near the border with Poland.
